When trying to launch Inspiration 11 I get the message "Could not run insp11.qtr"

How to solve the issue of "Could not run insp11.qtr"

In the rare occasion this error appears on first launch after installation, normally rebooting your PC will solve the issue. If the issue persists, please try the following:  
  1. Browse to C:\Program Files (x86)\ and right-click the Inspiration 11 install folder, then click Properties.
  2. In the Properties window, click the Security tab, then click the Edit button.
  3. In the new window, click Users, then click the allow box for Full Control.
  4. Click OK twice to close the windows.
  5. Start Inspiration.
